Maybe the problem is too much bureaucracy and regulation? How many cars to fit in is a business decision for the operator, not a requirement to be imposed by the government. Some will pack ’em tight and be cheap, others will cost more but give the white glove treatment. You as a consumer decide which type of operation you want to use.
