Larchmont Building Moratorium Ends; New Laws in Effect

Larchmont– The moratorium on residential development in the Village may be over, but, many residents hope, the opposition registered over the last year will change the way things are done.

The board of trustees unanimously passed six more local laws Monday they say will help to curb development.

“This was a collaborative process,” Mayor Lorraine Walsh said. “We’ve made a lot of important changes that will close some gaps in our zoning code.”

But members of Preserve Larchmont, the citizens group that organized to rein in the pattern of knocking down older homes to build sometimes multiple homes on the same site, are disappointed.

“We feel that the laws that have been enacted represent a good compromise,” said Sarah Bauer from Preserve Larchmont. ” We do believe that the law on mechanical rock excavation  needs to be amended …and a notice provision that requires applicants to notify the neighbors of blasting and rock chipping needs to be added. We are hopeful that the Village will begin the amendment process to correct these two issues in January. ”

The six laws passed Monday are part of a set of 17 new regulations reforming the village’s zoning code.

On Nov. 28, the village Board of Trustees unanimously approved 11 of the new zoning laws but kept in effect a building permit moratorium which expired Dec. 19.

The year-long moratorium began with public outcry last year over a developer’s plan to raze 40 Ocean Ave in Manor Park, and build four new houses in its place.
