Mamaroneck–Hampshire Country Club‘s rezoning plan, which includes a 100-plus unit apartment complex and parking garage was the subject of opposition at the Village of Mamaroneck’s Board of Trustees meeting Monday night.
The Club sits on 116 acres of land. In 2010, a coalition of municipalities failed in a bid to buy the land for public recreation. The Club was purchased by a group of investors and the following year the Club re-opened under management by Billy Casper Golf.
Monday, over 100 residents once again voiced concerns about traffic and the environment.
“The proposal of this development that includes a massive apartment complex and parking garage is grotesquely out of character for the surrounding residential environment,” said Celia Felsher, a member of the Mamaroneck Coastal Environment Coalition.
In the event of a natural disaster, a dangerous situation would arise in terms of flooding, say residents, with the surrounding area under water.
Hommocks Road would also bear increased traffic.
According to reports, the proposal would undermine zoning plans that have been a model for the state of New York, said Stephen L. Kass, a lawyer with Carter Ledyard & Millburn LLP who represents the Mamaroneck Coastal Environment Coalition. If the plan were approved, it would set a bad precedent for future development, Kass said.
Representatives of Hampshire said, “The Hampshire Country Club has a very unique position in the village’s master plan,” he said of the 116-acre site. “This is a proposal that is intended to increase and preserve the amount of open space.”
The proposal has yet to be submitted in its entirety, at which point local officials will examine it more thoroughly,
Missing from the above commentary is that 115 condos adjacent to the club house is not zoning compliant and that the developer purchased the property knowing the zoning limited what could be done.
